Based on your other response to Hotel Independencia, which I also recommended, you're planning Santo Domingo and will find any and every thing you're looking for that will be mostly Dominicans. Are you looking to chill with locals; other travelers? What I've found is that any place selling Presidentes, rum, shots of Mama Juana, etc. Small bars, corner vendors with seating areas, colmados.
Any time the locals get together and start drinking and talking, there's a party. They're most welcoming and if you speak Spanish, you'll find even more opportunities.
There are also numerous clubs, bars, places in Santiago that might be worth a couple of nights' stop between la capital and the north coast, or Bayahibe in the southeast has a hoppin' local scene like none other. Again, just depends upon what you're looking for.
You'll find hustlers and hookers just about everywhere but some areas they are a little more aggressive. What exactly is your idea of a 'party scene'? If you posts some of your interests you may get a little better information. Saying 'the party scene' isn't very descriptive. Sosua and Cabarete are very close together - you could be based in one and spend some time in the other quite easily.
You would need a reliable taxi service to get between the two in the early hours, I think - RockyBar may be able to help with that. I've never been to Santo Domingo but I believe there's a pretty developed party scene - a web-search of "santo domingo nightlife" gives quite a lot of hits with listings and reviews, and it seems there's everything from the neighborhood type stuff JK mentions to fancy clubs typical of many large capitals.
I could go on foever on this topic, but getting up in the years I'm sure alot of new places have shown up since I've been where your looking.
What Jose and saltwater said are my thoughts as well. Go to the "old" part of the city in SD, more inland, north than close to the water, alot of disco scene, but make sure you have some good reliable transportation set up if you're not staying nearby. The DR is one big party no matter where you go, just watch your back in the cities Many of the resorts have some good disco's and safety is not an issue, but most will be hard to get into without being a patron. Juan Dolio in the southeast of the city is one area I would look at, lots of disco's and casino's I just got back yesterday.
Sosua, in my experience, was all about hookers and older tourists. The disco there was out of some amazing movie with gorgeous girls who all want you Cabarete was a little more chilled with younger tourists and bars right on the beach.
Sunday night in SD there is a cuban band that plays in front of an old monastery just up from Plaza Espana- a great "locals only" experience. On Friday night I cruised around but didn't find much in SD. The most hopping place was the gay bar next to Attaranza 7, where outside I saw a fight that ended with a guy sticking a gun in the other guy's face, so I split. I went to Santiago on Thursday- there is a small area full of cool looking bars, but it was dead. One of the funnest places I found was Bayahibe, near La Romana.
At the colmado turns into the bar and everyone starts partying- every night! I hit reply, typed my well thought hour long just kidding reply and hit send!!!!
I'm replying!! This has me fustrated to the max, maybe in a day or so I'll try again. When I hit the back button, it's gone For "club" discos, with plenty of young locals, you definitely should plan the bulk of your time in Santo Domingo where you'll find the most options. Popularity and listings come and go; most too are the gay clubs which attract a mixed crowd, but - often anything goes so you could potentially be offended.
If you do meet someone, make sure it is under casual consent and not for pay. The tourism influx has set a standard that not only will foreigners pay, they're expected to, beyond typical rolls of prostitution. For a place unique, check this out.
It was certainly still hoppin' several years ago. And while there are plenty of club-discos in Boca Chica, most the locals hanging about are professionals at relieving travelers of funds without "services rendered".
This town is bet avoided. They're places for meeting locals, that can be hit-and-miss not because of popularity but the ratio can sometimes seem 25 guys to one girl. As a foreigner in tourism areas, the pay expectation is also likely.
Bayahibe would give you a unqiue local perspective though in a smaller beachfront environment. Treboltravel - did you also hit Mundo Marina Seaworld Disco, right off the village center? Ah, the Billy's Colmado scene in Bayahibe Before they put barricades along the stone wall to keep people off the top, well yes - I've fallen off that wall a couple of times. And considering the holiday season, El Chipero should be up-and-running nightly in the center, which makes the colmado action seem rather tame and lame.
